What is going on? This is like the fourth time this problem
has come up in a week..
Take a look at the <Directory> container for your DocumentRoot.
Duplicate the Order and Allow lines inside your <VirtualHost>
containers. Make sure the index.htm (.htm??? isn't this Linux?)
file is other-readable, and that all the directories upstream of
it are at least other-executable.
