It was changed to the present system a few years ago,
because the list owner got swamped with the messages.
Someone usually sorts out the temporary delays from the
permanent problems, and sends the "real" problems to the
list maintainer. This change was when Maddog was still the list
maintainer. The list is even bigger now, than it was then.
