Hmmm....yes, I always assumed it needed the full path as well, however:
[richp@nobleman /etc]$ rpm -qf ./rc.d/init.d/lpd 
lpr-0.50-4
[richp@nobleman /etc]$ rpm -q rpm
rpm-3.0.4-0.48

that's from 6.2

I'd file it as a bug, go to bugzilla.redhat.com and enter it under the
public beta (Pinstripe).
