Hmmmmm... you could use filesystem quotes to limit what the "ftp" user can
write. But I don't think Linux allows you to create quotes on file size, only
on total disk space used.
ProFTPd will let you do this, *I think*, but unfortunately, ProFTPd's
documentation for quotas and ratios is pretty non-existant at this point, so
you will have to Read The Source(TM).

ProFTPd is much more powerful and flexible when it comes to configuration,
and it appears to be more robust from a security standpoint then the
bug-of-the-month club that wu-ftpd seems to belong to. I'd recommend
going with that over the stock wu-ftpd that Red Hat provides. Unless someone
else has a better idea? (I'm open to suggestions, believe me!)
