We run LOTS of standard AT, ATX and EBX motherbaords headless.  I would
estimate that 95%+ have BIOS options that allow the computer to boot
without a keyboard.  I have not seen one that didn't work in ~4 years.
You will find one of the three in your BIOS:

Halt ON:   (most common)
Quickboot: 
Search for keybaord on boot:   (I haven't seen this in a couple years)

Also,  different motherboards have different meanings associated with
Quickboot.  Some affect the 'keyboard search on boot' and some don't.
