I'm with the others: I think the guy is either mistaken on this, or fibbing
outright.

While this is theoretically possible, and has been the subject of several
discussions and even a project or two (search for "OpenBIOS" on the 'net), it
has never, to my knowledge, been done on a "standard" PC. It would mean
replacing the existing BIOS, which LILO actually requires to work. So it
would be a major undertaking.
(As an aside: On the Alpha platform, the MILO loader is actually designed to
be blown into flash ROM and replace the standard Alpha boot monitor. But that
is another system completely.)
