Is apache trying to do DNS lookups? If so, is /etc/resolv.conf pointing
to a valid name server? If you are running a local named, is it working?
Try using another name server, even if it is. Try turning off DNS
lookups.

Is Apache running from inetd or standalone? If inetd, have you changed
anything in /etc/inetd.conf, /etc/hosts.allow or /etc/hosts.deny (or
xinetd, if you use that instead)? If you're running inetd, change
httpd.conf and run standalone.

Does netstat show it listening on port 80?

I presume there is nothing in any of the logs: httpd/error,
httpd/access, messages, syslog, auth, etc. I'd do a ls -lart in /var/log
right after attempting and failing just in case an odd log file is being
updated.
