Usually you create a document in some standard format and then 
*convert* it to PDF.  MSWord and FrameMaker both convert to PDF via 
the Distiller product I believe.

According to "My Wife the Tech Writer", Adobe has something in their 
"Professional Suite" that she thinks allows you to edit a PDF file.  
However, she also said that most people don't bother, and just use
PDF for distribution purposes, keeping the original document source 
in a format they can control like MSWord or FrameMaker, etc.

I'm not sure what you're trying to do, so I don't know what 
suggestions to make.  Are you saying that the forms you need edited 
are already *in* PDF format?  Or you want to distribute blank forms 
in PDF format, then have people edit them online and submit them?
