Well, not exactly...

You can get a free PDF reader for Linux from Adobe (who are the
folks who own PDF). But, editing a PDF document appears to be the
key question, and that will cost money, and it's unclear that there
is a product to create PDF documents available from Adobe - at
least they don't show one. Their web page is:
