Well OK, but you'd still have to fetch the rpm's for the
dependencies, in which case I think I'd rather really install the
packages just to make sure we're all on the same page.

I wasn't able to find it in the current docs, but I used to be able
to add a line to /etc/rpmrc that looked like this:

   provides: resource-1 resource-2...

You can list the dependencies with rpm -qp --requires rpm-file-name.

I can't promise it still works.
