I'm familiar with tkined and scotty, but I've always found it clunky 
and very awkward to work with.  It's menu system is not intuitive at 
all, and there seems to be little (on-line) documentation for it.

I've found it pretty helpful in the past for diagramming an existing 
network, but I'm actually trying to come up with a network design 
right now for one that doesn't exist, which is why I need something 
which is a) easily usable, b) has decent icons, and c) lets me do the 
layout quickly.

Tkined seems to fit none of these requirement :(

Dia almost does.  Kivio might work if I can get it installed and 
running (waiting for apt-get to install kde :)
