  When you say "segment", do you really mean separate IP subnets, with
routers between them?  If so, what you are talking about is called "DHCP
relay".  It is a service found on most decent routers (i.e., not a $100 NAT
box from Staples).  Basically, it means the router forwards DHCP broadcast
packets between IP subnets.

  I do not know of any way to do it, other than on the router(s) themselves.  
That does not, of course, mean it cannot be done.  :-)
