Ubuntu indeed uses update-manager and not PackageKit and as Cosimo said those bugs are tracked on launchpad and the product on the GNOME Bugzilla is not being looked/used, I've talked to Michael Vogt (update-manager maintainer) and he also agreed that the product at Bugzilla should be closed as per the previous reasons, so yes please close it, thanks.
