Yes, now I can choose "submit to repository" only for the modules with
*_"state: active"_* but no more options for the models with *_"state:
Inactive"_* besides "Reserve for translation", "Write a comment",
"Inform of submission" and "Archive the actions"
I think this is because active and inactive modules for Khmer.

The "inform of submission" option just sends and e-mail to the
translation team mailing list to notice the file has been uploaded,
but it directly doesn't commit the PO file into the repository.
Also note that you can assign different roles to your team members.
The roles tha have commit rights are "commiter" and "coordinator" so
you, as coordinator of the team, can commit your translations
yourself, or you can delegate this task into another (commiter) member.

suscription.
Being coordinator of the team, you should have commit rights from
DL page, so you don't need to clone the module and use git
commands... just commit the po from DL and it will land in the
repository. Also, coordinator has proofreader rights, so you can
review translations before commiting them into the repository.
