there are a couple of ways you could resolve this:
1. You could update to the Ubuntu 13.10 daily build, where the bug you
mentioned has been fixed. Then you could install the libsmbclient-dev
package to get libsmbclient.pc . You can find Ubuntu 13.10 at
http://cdimage.ubuntu.com/daily-live/current/
2. You could build and install Samba yourself rather than using an
Ubuntu package to provide it. You might be able to do this using
jhbuild, but unfortunately the information for samba4 in
gnome-world-3.10.modules is slightly out of date: it references
samba-4.0.8.tar.gz, which no longer exists at ftp.samba.org (the
current version is 4.0.9). So it might be easier to download a tarball
from www.samba.org, extract it and then run ./configure, make and make
install.
