My point was not specifically about having a window-based taskbar. What I meant was that most desktop systems allow the user to check the current tasks* at a glance and switch between them with a minimum effort. There are good reasons why this has been widely adopted, and so I think that not having this functionality in the Shell would be a step backwards.
