Hmm, this is certainly an argument. (For those who haven't tried it, the back button shows up with other controls when you go to the top edge in Firefox fullscreen, and is jammed into the upper left.) But on the other hand, it's pretty handy to be able to go into the overview and switch workspaces if you, say, have a fullscreen presentation. Or have a web browser fullscreen on a window and then have other stuff on a different workspace. Not sure which of these is more important as a consideration - the reason that the hot corner doesn't work right now is more implementation than design - you'd have to actually do new code to make it work since the current hot corner is part of the top panel.
