If I understood correctly your feature request, there are already a
bug related to this issue [1], with a working patch attached, created
with the intention of help the a11y users. More information here [2]

Using the keyboard for zooming is also recommended there (e.g.,
cntl+shift+plus/cntl+shift+minus to increase/decrease magnification).
Is "Super+mousewheel" the standard?
Of more importance: where in GnomeShell should these mouse/keyboard
events be hooked in?
