Yes and no. Currently if it fails it will fall back to the "normal"
windowmanager configured for the session. Obviously this is going to
fail again if the configured windowmanager is gnome-shell itself :-(

Maybe it would be an option to launch mutter stand-alone in this case -
not sure how much effort that would be, I haven't looked at that part of
the code.

No promises on the subject, but I think it is worth filing a bug report.
