In saying all that, is Gnome planning on releasing "Official" extensions or
implementing their own extensions to give Gnome 3 more usability in future?
Or do users have to rely on 3rd party extensions now and in the near future
to give Gnome 3 some usability?

I think https://bugzilla.gnome.org/show_bug.cgi?id=650971 is a pretty
good first attempt at preventing people from theming gnome-shell.
TBH I don't see a real difference, perhaps only of degree, in extensions
vs. themes both wrt. API compatibility and protecting the brand.

sensible, starting an arms race with extension authors is not going to
end well (technology and PR wise) so a sanctioned distribution system
where there is some measure of quality control is sensible compromise.
