I don't know. What I know is that for Spanis speaking users es.gnome.org
is as GNOME as gnome.org. And if es.gnome.org looks bad or broken, GNOME
looks as bad or broken to them as it would look to you if gnome.org
would be bad or broken.

Anything under gnome.org should have the same standards, not depending
on language. If some part/language is not getting to the standards the
developers responsible should be warned in some way (i.e. filing bugs).
To do this we need defined developers for regional/language sites, as we
have for other subsites and translation teams. If a regional/language
site is abandoned it should be recovered or taken out of gnome.org.

Going back to the bug, it is better not to have Spanish webmaster and
CVS than having a broken CVS and a link to an unexistant webmaster.

The revamp is a good opportunity to set these new policies and leave
behind what is abandoned.
