OK, I am willing to contribute to this effort by providing up to US $600 per month, subject to the additional conditions:
1. The code shall be made part of the GNU Project. The code do not have to be copyright-assigned to the FSF (but that's the best and recommended), but just to be licensed under the GPL per normal GNU project guidelines/conditions. Tom Lord do not have to be made the official maintainer if he does not desire so but he will be the one doing the manager work anyway. 2. The Project shall be still named GNU Arch, and be distributed through the GNU ftp sites in addition to whatever other channels may be and the project's GNU web page shall be maintained to reflect the new releases and status, as done before for tla. Now, probably this is not just enough just by me, as $600 do not pay for enough hours to be sufficient. More people need to contribute to make this meaningful.
