In Parabola and Guix that would mean potentially everybody that can push packages.
They often have specific responsibilities like to read/suscribe to certain mailing lists for instance. So telling them that this list do exist and what is it for, and that we would need at least 1 person per distribution (but not necessarily everybody) to keep an eye on the list would be useful I think.
