Interesting, the debian/copyright file of sgml-data includes that too: https://salsa.debian.org/debian/sgml-data/-/blob/master/debian/copyright?ref_type=heads Would it make sense to open a Debian bug report about it, cc'ing debian-legal for discussion/interpretation?
