i think it is time to revisit this issue TLDR: the FSDG explicitly forbids "third-party repositories that are not committed to only including free software"
when we left off in august 2023, IIRC we had all agreed that most third-party package managers were FSDG-unfit - i proposed to remove all of them from all FSDG distros until each, in their own time, could be examined and liberated satisfactorily - o/c no such proposal should have been needed - the FSDG is uncharacteristically precise about this; but these TPPMs slipped into distros under the radar somehow there was allegedly a work-group within GNU working specifically on liberating the rust cargo package manager; although it was a private work-group, and AFAIK, no progress has been reported publicly - on that basis, RMS wanted to allow distros to continue distributing these for some grace period, while people make progress on the important ones; and this work-group was instructed to defer the liberating of the rust package manager to GNU can we get an update on GNU's rust/cargo liberation progress? consequently on that basis, i proposed to send notice to all FSDG distros regarding this grace period, to give them ample time to prepare for the purge, and/or to entice them to help to rescue their user's favorites - unfortunately at the time, the FSF was lacking its licensing officer who could give such notice credibly surely, a reasonable grace period has expired by now - this issue was first raised in 2016 - the most notable change since then, is that we have a licensing officer now with the authority to enforce the FSDG - to protect the integrity and credibility of the FSDG, we must correct this discrepancy, whether or not it causes grief or is perceived as authoritarian
