I use Ventoy for my work, for two years, it seems to be free software:

Free software and free distribution are not the same things.
Ventoy doesn't distribute any other software. It is a tool for managing 
multiple live systems on a bootable drive ; I use it often in order to install 
Trisquel or some other distros on any computer, with always the same USB drive.

I would compare Ventoy to UNetbootin or Grub Customizer, they are tools that 
help booting operating systems, but it doesn't distribute anything, free or 
non-free.
