What is the antecedent of your "it"?

Freeloaders, thieves and general scroungers will indeed take advantage.

It is the purpose of the FSF to insure that code should be
distributed and cloned. It is also the purpose of the FSF
that no one be prevented from distributing and cloning code.
GPLed code is meant to be taken advantage of.

But in la-la land feel free to dream that everyone would be nice to each
other.

No one is required to be "nice", whatever that means. The
GPL is a license that applies to code. People who choose
to copy and distribute GPLed code must comply with it. If
they do not, there is an organization which will use the
courts to force them into compliance.
