capricious set of rules made up by people with vested interests.

That's right Hyman. These messy rules are part of the function
of something called a capitalistic democracy. We can easily
distinguish this form of rulemaking from a socialist theocracy
like the FSF where the Lord and High Priest Stallman makes the rules.
