You see, that's your problem. In fact, it's exactly analogous.

To be useful, law must be predictable. That predictability
comes from the written laws, from examination of how those laws
have been applied in similar situations, and from the procedures
that keep the process properly flowing. All of this is done by
professionals in a stylized manner whose relation to ordinary
English communication is not dissimilar to the way computer
programming languages are related to ordinary English.

Inserting amateurs will only gum up the works, not make things
better, the same as in any other profession.
