I suggest you take a look at the drafted document "The Structure and
Administration of the GNU Project", and move discussions to the
related list.  It summaries what has been the case in the GNU project
for many years, what it means to be a GNU project, how the GNU project
is managed, etc.  It clarifies many misunderstandings you have about
the GNU project as well.
