i just upgraded to han-wen's rpm of 0.1.66, and found the same problem
if i try to make the dvi myself, but no problem if i use ly2dvi. i've
put examples in http://pobox.com/~jeff.covey/tmp/
twinkle.ps is what i got when i ran:
lilypond twinkle.ly && tex twinkle.tex && dvips -o twinkle.ps twinkle.dvi
twinkle-with-ly2dvi.ps is what i got when i ran:
ly2dvi twinkle.ly
