The resolution for the printer is determined by the 
configuration file for dvips. You could still have
600dpi fonts in xdvi and e.g. 1200dpi for the printer.
You could also have different resolutions for different
printers, if you make a separate configuration file 
for each printer. See the documentation of dvips. 
I think that texconfig can only be used when you want
the same resolution for all applications.
