In lilypond-1.2.0/po/TODO I noticed:

TODO
        * mail .po files to gnu translation project

-=-=-=-=-=-=-=-=-=-=-=-=-=- cut here -=-=-=-=-=-=-=-=-=-=-=-=-=-

Please, just do it ;)

It's enough to submit lilypond.po or lilypond.pot -- the rest is
black magic.

BTW, I might be blind, but it's hard to discover the address where to
submit lilypond bugs.
