The problem is that, to a much larger extent than in for example
text typesetting, you will want to fine tune the output in different
ways at different parts of the same score, so you'll need the
possibility to specify typesetting commands within the actual
description of the music. Just look at the current list of
context properties that can be set in Lilypond today. Very few
of these can be replaced by a stylesheet.
Still, I think that Han-Wen and Jan have done a very good job of
trying to keep music and layout as separate as possible.
