Imho these are two different sides of the coin: publication rights for
the sheet music and performance rights and other copyrights for the music
itsself. Because Lilypond has (nearly :-) nothing to do with performance
it would be good practice to tell nothing about performance rights.
On my server there is a lot of sheet music free for copying the sheet music, but
the composers would never give away any of the performance rights they have.
And they need the bucks from performances or broadcasts or CDs or ... to
make their living. On the other hand they know that the bucks from publishing
the sheet music are so few, that is better to circulate the sheet music for
free to earn more money from public performances.
At least here in Germany there are two different organisations responsible
for sheet music on one side and for performances, broadcasts, recordings etc.
on the other side
