Win32 test releases

Are any forthcoming any time soon?  I would be content to use the 1.3.39
release, but the chord mechanism is broken.  I've tried to download the
source to 1.3.40 and compile it (using the cygwin development tools) but to
no avail.  Attempting to run the configure script yields the following:

/cygnus/usr/lilypond-1.3.40$sh configure
: error 22
configure: 130: Syntax error: Bad for loop variable
