I've been redoing the packaging, it's based on rpm now.  That'll keep
you busy for a while ;-)

Have a look at:

There's a rather big setup.zip, that probably won't work.  To test this
release, you'll need

    lily-w32/cygwin1.dll.gz
    lily-w32/rpm2cpio.gz
    redhat/RPMS/i686-cygwin/rpm-3.0.4-1.i686-cygwin.rpm 
    redhat/RPMS/i686-cygwin/guile-1.3.4-1.i686-cygwin.rpm
    redhat/RPMS/i686-cygwin/lilypond-1.3.40.jcn2.i686-cygwin.rpm

and maybe some wit.  You can always peek at 

    lily-32/setup.bat
    lily-32/setup.sh

to get an idea of how to install it.

Also, see the README.

For now, I'm doing without .exe suffixes (this may be fixed later).  
I still don't see the use of 'clicking' command line executables: 
we'll have stuff like lilypond.bat for people who want to click.
