The \cadenzaOn macro sets the property Score.timing, which is 
mentioned in the reference manual. However, the only thing that
happens is that Lilypond stops keeping track of the length of
each bar. For your example, I'd insert a spacing note in the
other parts, for example a 's8', then I'd include the ad lib
section in a \times 1/13 {...} so Lilypond thinks that the
actual duration is just an eight note, to match the space in 
the other parts. You have to turn of the tuplet numbers
temporarily in that bar.

No, but that's a general Lilypond problem.

It's easy to add this symbol to the Feta font. On the other
hand we shouldn't fill the character table with symbols that
are almost never used, so it could be better to draw it using 
some TeX trick. Contact me if if you need further advice.
