So I figured out the random "copy ice-9 from magic bag into lilypond tree" step too, 
but this isn't working for the newest release.
Otherwise I would have said something.  The problem must be somewhere else.

The condensed procedure I was using for a while was:
-use Jeff Reed's 1.3.46 installer
-rename the directory and unzip 1.3.seminew where it was
-copy over ice-9 (it's in the 1.3.46 install)
-copy over lily.bat for all the environment variables to point to the old directory 
name.

Not working for me very recently and I haven't had time to figure out why since I need 
to actually get music writing done.

So here are some things I don't get:

1) why do the instructions say to download guile when there's a guile linked into lily 
and all that's needed is ice-9?
2) if the correct thing is just to have ice-9 in the tree, then why isn't it 
distributed with lily to begin with?  ice-9 is ass-old
code if I recall correctly.
3) why is the guile 1.4 zip posted containing two entire redundant trees of guile? 
(called "cygwin" and "cygnus" if I recall)  Did
anybody wonder why 1.3 to 1.4 went from 1.4 to 3+ MB compressed?
