We haven't really achieved it until now. We achived it many years ago in the form of GNU/Linux. And then in the form of the first 100% free software distributions. Please, GNU Guix is a package manager, and that's very different from an operating system. The Guix team is working on a distribution of the GNU system for the GNU project, though. GUIX is an 100% free operating system, so says the GNU maintainer of GUIX and the web page for GUIX.
