No, but they change only when the new is well proven.  This part 
should be a stable base people can depend on.  Think of the 
"stable" variant of an operating system.

Speaking of that, suppose somebody has Debian Stable, or suppose 
what is installed is maintained by a typical university 
maintenance crew.  Still, anyone, students, can add the updates 
they want.  New plugins don't wait for a new gnucap release, or 
for it to propagate to the distros.
