I use cvs export when I put together 1.1.20, and cvs export by default
drops empty dir's, so hsare was missing.  I've added a bogus file 
to keep this from happening next time in case i forget to tweak the right
flags.

In the long run, should we think about moving docs, pixmaps, etc. into 
this dir not just at install time, but moving the cvs devel trees there: 
I'd propose moving src/scm, Docs, Reports and src/pixmaps there ... 
Is this a good idea, or a source of confusion?
