--without-swig flag doesn't work.

Hello,

Tried 1.3.6, and the configure breaks when it doesn't find swig.  It seems that
this could be handled more gracefully.  --with-swig=no and --without-swig don't
help, but really it seems that if swig is not found, --without-swig should be
assumed.  Same goes for eperl.
