it is a function to install the Inno-Setup compiler so that
the win32-binary distributions can be created.  the reason
that i am having trouble is that the ISCC --version command
sends both a DEBUG-message and an EXIT-signal which is causing
the 'quiet' function to pass this EXIT-signal up and exit!

I have no clue whether we depend on some version, so what
do you think about "quiet which iscc"?

The .iss file needs "Inno Setup 5" and it won't work in "Inno Setup 4"
(although I forgot which issue changed between the version). So we just
have to make sure we don't accidentally use an old version 4.

this would take a (probably USEFUL) effort to locate a version-value
from either the downloaded-file (like rpm -q) or the debug-statement
(parse the iscc --version command) to implement.

this is fairly-new code but i dont understand the build-environments
besides the one-time-area of a single-windows-machine that i use...

im open to suggestions... i thought this was all for only the win32
packaging-area, so maybe im missing something important?
