The user should only see it if she has a non-empty
~/.gnucash/expressions-2.0 file and takes a look at it.  I would call
that advanced.  The leading space is likely for producing nicer output:

# Variables are in the form 'name=value' , instead of
#Variables are in the form 'name=value'

My vote is to make it untranslatable.
