We normally bump the file version number if we make incompatible changes. There was in incompatible change between 2.6 and 3, but not between 2.4 and 2.6. So the 2.4 number was kept during the 2.6 series. 2.8 should ideally have been named 3, but this version change to the saved-reports file was made at a time we still thought we'd release a 2.8 series and was forgotten about when we decided to go with 3 instead. I don't remember if we did incompatible changes for the 4 series, but I think not, hence the version number didn't bump.
