I don't use Windows, so maybe it's a Windows thing? I would say it's not a problem deleting a tmp file, because tmp almost always means "temporary." But I don't know why GnuCash is creating it... AND I don't know why Dropbox is asking you if it's OK to delete it! DropBox doesn't ask me these things. Maybe Dropbox is configured in a very different way on your computer. Could it be that you have Dropbox pointing to system and program directories and not just "user data"? I do not use Dropbox that way, but I'm sure you have your reasons.
