It appears you missed the suggestion I made two days ago to set the
GNC_DBD_DIR environment variable to:
C:\Program Files (x86)\gnucash\lib\dbd
or you can try 10/31 nightly build that includes the fix:
https://code.gnucash.org/builds/win32/stable/
