I have checked the operation a bit more carefully and 5.13 on Linux MInt definitely deletes the LCK file when GnuCash is closed either by using File=>Quit from the menu or clicking on the x button in the top RH corner. I had accidentally double clicked on the GnuCash icon on my start bar hich started two instances of GnuCash and of course the second found a LCK file so it popped up the dialog.
