Linux mint is a "LTS" distro. It is almost always going to have an "old" version of "rapidly" updated software packages.
Your options are: 1) install Flatpack and the flatpack release. 2) grab the source and build from source. (Not actually as daunting as it sounds.) The GnuCash devs have no control over what the Linux Mint maintainers do and do not manage the Linux Mint software repository. Linux Mint for most of its repostority actually just uses Ubuntu's LTS software repository, so ultimately it is the Ubuntu maintainers (and might actually be the Debian maintainers in some cases, since Ubuntu is based on Debian).
